It is the essence of American freedom.
Ask yourself this: Let's say you're a pregnant woman who flies from Idaho to California. Her unborn child is considered a life worth protecting in Idaho. But once she sets foot in California, her child magically turns into a cancerous tumor to be hacked off with surgical instruments.

That's essentially what "leave it to the states" means.
