There are 3 chronic problems with the US foreign policy:

(1) There is no feedback loop between the consequences and the decision makers

(2) The US has always been prone to what I call "rent a superpower" trap. Essentially a "friendly" foreign power pushes the US to do their dirty work for them. Since the decision makers won't have to face the consequences, but get to rep the rewards, it is very appealing. Examples include Brits pushing the US to overthrow the Iranian government, the Australians putting their thumb on the scale to be involved in Vietnam, Israelis...well let's not go there <g>

(3) The short term nature of US political apparatus does not allow for maturity.

I basically disagree with your thesis regarding executive experience. The fall of the Soviet Union allowed the lunatics who believe we now live in the "end of history" to grab the big chairs from more sane leaders.

The fall of the Soviet Union meant that capitalism is unchallenged as an ideology, so the powerful have taken the situation as a green light for aggressive behavior all over the world. We will dictate to you (ROW). TINA

We are clearly the world's bully, and it won't change until we are crushed in a global uprising. That's my most dystopian view, and this pains me greatly.
