It's not just direction it's length of trend. They rebalance everyday, in a trend with the ETF exposure is increased everyday. Against the ETF it is decreased every day.

So they need a trend to preform. In a up and down market both long and short are hurt.

In a bear market the length of trend before a bounce is much shorter than the length in a bull market.

This is why the short ETF ends up with more NAV burn over time than the bull does.
