Keith Farrell sounds pretty biased and panicked to me. Probably didn't think it through...

Paypal does not have a social media platform to my knowledge. I stopped using it when Ebay spun it off and allowed payments direct from credit cards. It was useful at one point - direct payments to other users were easy. I don't know what its big advantage is anymore and I don't care for my own use.

If Paypal gets a complaint from a wokester that you distributed a mean Tweet, and you use Paypal's services, they will charge you $2500, and probably freeze your accounts like they did to Ian Miles Cheong.
