He once told me that "everyone thinks that if we do not sign with TX itwill be a negative, it may be for the short term, but our process' are proven and there are other companys willing to negotiate." This was about 3 months ago. Now when I speak to him and refer to TX its "When we sign" , not if.

Doh!!! (said in a Homer Simpson tone!).

Yeah, I would recommend that you call and press him in person. You will know by the tone of his voice at least what the truth is. They would not want to committ that kind of comment to paper now.
