I suppose Arnold is now considered a lefty, but we were pretty Republican from Raygun in '66 until Pete Wilson went anti-Mexican.

AFAIK, water projects all end up on the ballot, so Sacramento needs permission from the voters. I think there is plenty of blame to share with Jarvis, Gann, and the Spirit of Prop 13, all of whom conditioned the state to vote "No" on all bond issues.

Socialism for proud and independent capitalists who complain about the dangers of socialism in their spare time? I think you aren't seeing cuz you don't want to look.

The State Water Efficiency and Enhancement Program (SWEEP) provides financial assistance in the form of grants to implement irrigation systems that reduce greenhouse gases and save water on California agricultural operations. Eligible system components include (among others) soil moisture monitoring, drip systems, switching to low pressure irrigation systems, pump retrofits, variable frequency drives and installation of renewable energy to reduce on-farm water use and energy.
