China won the soft power competition in the 2000s. Then the US turned to terrorism to disrupt access as per their A2AD doctrine. Benghazi, Libya became a major hub for distribution of weapons to these militias, while the militias' training camps were set up near Sirte, Libya by the various governments supporting the US wars. Now China is placing military forces to defend its interests.
