The Ukrainians have done this, and the Russians have not. Not only does RuZZia centrally control operations, but their decisions reflect political priorities over militaristic ones. Take a look at the recent rocket attacks by RuZZia on Ukrainian civilians and power infrastructure, for example. They don't achieve anything significant in terms of militaristic goals. Striking a pedestrian bridge or a playground does nothing to halt Ukrainian advances in the north (Luhansk) or the south (Kherson). Striking power stations might cause disruptions in Ukrainian logistics, which can buy precious time for PooTin's hastily-mobilized toy soldiers to get into position, but it seems Ukraine recovers relatively quickly from these power outages. Nope, the only reason why RuZZia wasted so many cruise missiles, drones, and rockets on these attacks is because of politics. PooTin has to give what the cucks, the chickenhawks, and the Z-nationalists are demanding, which is an escalation of the sPeCiAl mIlItArY oPeRaTiOn. Another example is RuZZia's continued insistence on trying to take Bakhmut in the east. Taking that town, which is heavily defended by Ukraine, means little in the overall militaristic campaign, other than to serve as some sort of hub to attack from more directions. But RuZZia continues losing ground in the north at a much faster pace than they're gaining in the east. By the time they take Bakhmut, if they ever do, the entire northern front line will have collapsed. The only reason why RuZZia continues throwing away lives and ammunition toward Bakhmut is because of politics. Then the cucks, the chickenhawks, and the Z-nationalists can "brag" about making gains while simultaneously ignoring the losses elsewhere.
