I doubt that Z cares much about neocons - his dealings are with American politicians and generals who may have been influenced by the neocons. He’s also smart enough to understand that he and his country are being used as wrecking ball against Russia. If he didn’t know it - people like General Jack Keene explained it to him - that Ukraine is a bargain for the US: the cost in dollars isn’t too great, and Americans are not dying.

So, Z is resentful. He will use any leverage he can to bring the US and Europe into the battle. I’m sure he doesn’t like to preside over a “fight to the last Ukrainian” — the deal Ukraine was led into through the “primrose path” arranged by the U.S. (to use an expression from John Mearsheimer).

And then, of course, he must answer to his domestic radicals. They may be relatively few numerically - but they’re the only well organized, disciplined entity in the country which is both military and political.
