Your phone line may be too noisy to make a good connection. If you hear any crackling while talking on the phone, try spraying and cleaning all of your connections with a electrical contact cleaner available at Radio Shack, including the one in your access box that is attached to your building. You should be able to remove one screw to open the access box, and try your phone there. If it is clean there, then your problem is inside of your house. If it crackles there, it is probably due to your storms. Any noise slow down your data rate, and if bad enough, you can lose your connection.
