Don,

AS you stated in a later post, it does leave things open to a number of interpretations. Included among those is the option of utilizing "agile" manufacturing at locations close to deployment with back-up production at more distant sites.

I seem to recall some earlier hoopalah about prospective deployments (following trials) in the UK (Ireland mfg.)and Bell-Atlantic (NY mfg.). They have also spread their labor risks. DIIG also has operations in Malaysia, allowing for potential services in the Asian market.

In addition to this, and your own assessments, the contract manufacturer could be simply a less expensive alternative allowing for reduced assets on the books, and better performance ratios.

Throw a dart and pick a choice until more information is developed.
