If the vote is in doubt, have another UN supervised vote in a year.
Can’t be done. The Russians wouldn’t allow it. Not because they’d be worried about the outcome, but because they already did it - the vote, the formalities of admitting those provinces into the federation… the Champaign and the flowers. They wouldn’t hand over to the UN the right to decide this issue - it’s been decided. Particularly to a corrupt, unreformed, mob-like UN - which, really, should be reconstructed along the lines you suggested.

We the US like the UN - for as long as we can - where it matters - get majority votes. The moment this is no longer the case - we will become world leaders in the push to restructure the whole thing.
