That's quite a euphemism. "Dicey business."

Makes it sound like he's only gambling his own political fortunes, rather than the safety and security of the entire nation.

I still remember when Bill Clinton did this before the 2000 election in order to keep gas prices from rising too high. The Strategic Political Reserve. And Green Al Gore approved of it 100%.
