I generally only use a multiple of cash flow for companies with no earnings. If they're stable companies, wouldn't they have other metrics such as p/e or p/sales? With these stable ones, I guess I am looking at the company compared to itself to see if it's historically undervalued. And if there's bad corporate news affecting the stock price, if I could discount it as temporary.

What are some companies you are looking at? I've no experience or understanding of foreign-traded small companies such as the ones from Japan, so I don't involve myself with those.
