Any way you slice it, content moderation with “diverse” viewpoints is censorship. So much for free speech.

Agree. A “diverse moderation council” is a bad idea. They will simply argue forever - and the Musk Reform will be losing momentum. There will be no reinstatements - and people will grow angry - and bored. He should introduce simple policies - and make simple decisions. Start of by reinstating everyone - except for things like threats of violence. Scott Ritter will be an important trial ballon - if his new account gets banned, that would mean that Musk may be off track.
