I think Musk understands that the key to cleaning Twitter up is eliminating aliases. It is also important to develop relationships among friends, which is the reason Facebook has a lot less trouble staying civilized.

The default user idea at twitter is "No one knows who I am. I can say anything and I'm not responsible for it." Whereas, at Facebook, "Everyone knows who I am. I don't want to act like an idiot."

I believe we'll quickly see a move in that direction and that will automatically reduce the impetus to control what people post. Key problem is one wonders the extent to which people are coming to twitter to find anonymity and escape in the first place.
