It probably means the MXL bribed the right people in China to put the merger on track to be evaluated.

Yeah, seems super weird. In theory, they could "not accept" the filing?

Maybe it means China has confirmed it was properly and completely filed, who knows? It's pretty lame that it takes ~3 months to accept a filing.....
