I doubt very much that this Lenin’s stature was installed on the orders from Putin / Moscow. It’s probably ordered by some local bosses. I imagine in many of Ukraine’s peripheral towns there are people stuck in a time machine. I’ve noticed that they still - after 30 years of independence - have many towns named after old Bolsheviks. In Russia proper those things are gone, afaik. Like, Leningrad is back to being St. Petersburg.
