DOJ is conditioned to being able to throw their weight around because of the Supremacy Clause. Not so strong, here, where the Constitution gives States the authority over conducting elections. This is, however, a double edged sword. It also means the feds can be shut out of monitoring shady districts like Philly where election fraud is rife.
