"Count every vote" has to mean something beyond just being a cool-sounding catchphrase. Thus, here again, if "experts" tried to tell me that one of our black cats is actually spotted pink, I would feel about the same as I feel when "experts" assure us that mail-in voting is perfectly grand. My own direct firsthand experience suggests otherwise, not something I read on the internet or heard via "conspiracy theory." I should mention is that we also received a ballot for our daughter, who is currently out of state. Even if there are safeguards preventing our double ballots from being accepted, I most certainly could have filled out my daughter's ballot however I like and forged her signature. Thereby, again, disenfranchising a legitimate voter on the other side. And this one can't be debated, it would have been super-easy to do.
