This sounds really bad. I hope there are people watching this. This remanufacturing of ballots has to end. If they can't be scanned, they should be counted by hand. Anything newly manufactured has to be tied forever to the original, and it sounds like that can't be done. The unreadable (for the machine) ballots should never be allowed to be used as shredded litter for supervisor's chickenhouses, which conveniently burn.
