A standard is a prerequisite for almost any technology to achieve universal acceptance. The market (customers, vendors and suppliers etc.) will not reach a "tipping" point without a standard unless by chance the new technology has no competition. The standard is the "launching pad" for the new technology.

By nature, standards that are achieved through international consensus take a great deal of time to develop. During that time the standard will be able to "lock certain competitors" and "stymie innovation". It's the nature of the beast! Good or bad, open or closed, standards are what gave us phone service and fax machines.
