the rest is to cover bad settlements, i.e. the stock is bought or
sold and not properly delivered
the harder it is to find idti to borrow,the more is being shorted

typically institutional and insider stock is not available to
borrow, as borrowed stock usually has to come from margin account
not cash accounts
