Fairness means equal opportunity and equal treatment.
The way the signature rule was changed in Georgia looks pretty "equal" to me.

It's up to you to prove that the rule is being applied unfairly and in an unequal manner.

The only evidence you provided was that fewer absentee ballots were being rejected after the rule change, but that doesn't prove lack of fairness.
