< put them in jail.> How, exactly? Think about it. Who is going to arrest them? The President controls the FBI, CIA, army. The National Guard cannot enter Washington without the President’s approval. Congress controls no police, no jail, no actual enforcement method. Congress (and the Supreme Court), depend entirely on the Executive Branch for enforcement.
