"The government scientists weren’t in it for money or glory." Total bullshit, scientists are in it for grants, and perks and free lunches as much as anybody else. A consulting firm we use has two geologists whose function is to take people to lunch to offer their services. They always joke about the ability of their counterparts in government ability to find the most expensive items on the menu while pounding down martinis.
