How could you possibly know in 1990 that they wouldn’t?

All we knew was that here’s an enormous nation, trying to recover after decades of a murderous communist regime. Cotton sounds like the right move would have been to attack them right there and then. Based on what? On hypotheticals? Sorry, but that’s insane.

And, I wouldn’t say we had a policy to “enriched” them. For decades, we enjoyed getting consumer goods for pennies on the dollar. Our entrepreneurs invested there in order to get rich. Other affluent countries did the same thing.
