From what I understand, Twitter's top userbase is Japan, followed by North America (US and Canada).

To hell with them. Block the entire continent's IP blocks.

I think the Euro governments do not trust their people. They keep making laws about what you can and what you cannot say. For example, in the US, a Nazi demonstration is protected free speech. In Europe, the rulers would have an absolute hissy fit. Perps could go to prison. And guess where Nazism and various other oppressive politics have been a far, far greater issue.
