I think this problem was mostly caused by application installs (include MS apps) which installed a lot of files in the %system% directory and also registered as shared dlls, so uninstall never removed those files and related registry entries. We are working on a project that hopefully will finally address this problem.

Have you tried Win98 Beta3? I did a small benchmark to install Office9, on Win98 it was 3 times faster than on Win95, almost twice faster than on NT4+SP3. ( Am I using English correctly? I mean 3x and 2x, not 4x and 3x.) Don't know whether or not the performance boost also apply to other apps.
