I missed out on OXY when Buffett/surrogates were buying. I'll consider if I can get shares at their last price, maybe $61-62. (stock now about $68)

As you say, OXY is a good consideration into 2023.

Many of the oil/gas stocks are undervalued now if current oil prices hold up. I prefer smaller companies though who have committed to returning large percentage of profits back to shareholders in form of buybacks or variable dividends. I am placing money there. jmo.

My gut is that windfall tax will never make it through the house. I entered OXY years ago in the 40s when Icahn started buying. I added some at $10 and continue to hold in my taxable account. sold calls a couple of times against some of the position to get some income. I continue to own MRO also and ET and IEP in the space. MRO I bought at $16 and ET at $7. IEP about $50. Its a big enough part of my portfolio that I am not looking to add more.
