That is how I read it as well..

Seems like they have just started the process to get on the list of projects which would result in expansion of the railroad tracks over next many years.. Nothing imminent or in near future unless Verde manages to increase the production dramatically.. So for now, it is 4-5 years out..

NPK will pay for this proposed rail line either via CAPEX or usage fees.

CV is trying to bring eyeballs to his long term vision which I have no problem with BUT for now I need to see demand, actual selling price and cost of sales.
