Ted, The way I read the article RSL is going to come out with a competing product to Vocaltec sometime soon, and Delta Three will be the backbone to carry the voice. The only relationship I see with Vocaltec is customers that have Internet Phone can sign up with Delta Three for direct pc to phone calls. As far as royalties I don't understand why Vocaltec would not get some sort of fee from Delta Three for providing customers? Another thing I just thought about. Why doesn't Vocaltec forget these other providers and set up their own PC to direct phone service instead? Seems like they could then generate much more revenue than just selling the software.

Ted Delta 3 is one of the NEXT GEN TELCO group partners started by VocalTec and others, They sell VocalTec's gateways.They also own and operate a VoIp network of their own.ITXC is a settlement firm to settle billing between carriers.RSL owns Delta 3 thus As far as I can tell RSL and Delta 3 will be marketing Vocals gateway products all over europe is the plan.
