That's the flow argument for buying oil in the 68 - 70 range, although I've heard the admin soften their stance on that and lower the 70 number to 67. Whether or not they have made some deals with Big Oil as to where they will put the floor is unknown to me. If not, oil could drop to low/mid 60s. You can get a feel for that by looking at 5 year out futures.

CSFB (Zoltan) put out a research yesterday saying that Russia could spoil the plan you described by demanding payments in gold, which would send gold prices sky high. There are also some other geopolitical risks involved around such outcomes with direct impact on financial markets.

It's an interesting situation worth watching. I certainly would not want to be caught on the wrong side of that scenario.
