Mathematics/statistics + we need to define, accurately "the country". How else could Trudeau be reelected when the country turned out to cheer on the truckers? We'd also need to define "cheer on".

I can imagine I might prefer the truckers NOT block the roads, but I would likely go along to have a look and see the big commotion as they roar along the motorway under the bridge I'm on, or to see just what's going on downtown in Ottawa [we lived about 10 minutes away and I would have bicycled to have a look]. I would have been a "fine people" on both sides. I would have boosted the crowd but would not have been part of the supporters.

'The country" could look like a vast crowd if only 20% of the people turned out to support or have a look or to maybe support a little bit since the cost was low to turn out without commitment.

The good thing about democracy is that we don't have to have mob violence, riots, demonstrations, "turning out", or 'mostly peaceful' protests to decide what to do. We vote and count the votes. When I lose, I think "Oh well, if that's what they all want, then they can live with it. I'll adjust my life as much as I can to cope with their lunacy". Otherwise, I'd have to get a pitchfork and "turn out". I don't want to do that.
