Hi Jim: It looks like the FCC will have a lot of explaining to do in front of Congress. Between the 100MZ of TGNT spectrum which suddenly become 400MHz when moved to the 24GHz band, and rigging the LMDS auction rules to shut out small operators while allowing monopolistic consortia such as WNP to benefit from the 45% small business discount, I think William Kennard and his fellow commissioners have compiled a deeply embarrassing track record. I hope that Congress will try to follow the money and will find what kind of generous campaign contributions accompanied all these shady decisions. Bernard Levy
