The police do what they are told. The city didn't like it and rather than bothering to make an actual law they declared it. Cops have kids, mortgages, bills, good thing they don't have principles. "We told you to leave" (you did not comply so now we will hurt you). Thugs. Polite and clean ones for sure, the velvet glove/steel fist thing. And most likely in many respects they are all fine people. Fine people who will do whatever they are told.
