Clinton says what the voters want him to say. You think they don't pay huge attention to the polls. Sure, there are fewer people making minimum wage. What they really need to institute is a teenage wage in addition to the minimum wage. Will never happen, but it would be more logical than just say raise the minimum wage for everyone. It's also a lot different to make $5/hour in New York City when compared to Mississippi.

What does Clinton favor? "Investing" in items that resonate with the voters. Education for one. However, Clinton, now in his 6th year as president, still hasn't done anything about Social Security or Medicare, the two things that will matter most in the early 21st century and the two items that need the most attention. Everyone in their 20s still believes that Social Security won't be there for them, and the reality of the situation is Medicare is in much worse shape than Social Security.
