Some very good charities have wisened up to this and have put rail guards around it. For example there is this water charity - its name escapes me right now - that I was very impressed with. They explicitly declare that *all* money that you donate will go directly to digging wells and creating clean water supply. They will not use a penny of it to pay salaries or admin expenses.

Then there are other charities that have researched what good 3rd party charities there are, and they match your donations to them, sometime by multiples - e.g. for every dollar that you donate to charity X, they will donate $2 to them.
