MERV simply means Minimum Efficiency Reporting Value. Of course a MERV 8 does not replace a MERV 13. I think what ValueHunter was referring to was would a Zenguard coated MERV 8 filter be as effective as a MERV 13 Zenguard coated filter thus reducing the required energy to do so and increasing the air flow at the same time.
