Congress does not have the competence to be in Congress.

The taxes for Individuals have to segregate Individual, citizen, non-citizen, businesses, trusts, estates, and all those are by state(s), unless there is a preferential Individual treatment available, such as 3-5 year averaging, which is not available under Individual taxation.
