In ‘78 I spent some time in Amsterdam, hanging out in cafe’s every day. Everyone kept telling me about the drug scene as of a few years previously, when you could literally order a joint at the table - and they were surprised that all of that stopped, almost spontaneously, just with a little discouragement from the cafe owners.

In the street, sometimes a person would walk over and offer to sell some hash. I would politely decline - they would politely nod, and walk away. Very civilized.

Generally, having strict drug laws does NOT correlate with lower use. Last I checked, often, it’s the other way around.
