You're right. It took me past the edit deadline to figure it out. Probably my bias showing. The fish rots from the head and the executive extended the privilege to the entire executive branch, then the legislative branch said, okay if that's how the game's played, and so on down to the local constabulary. The path to promotion being established the system perpetuates itself and voila, it's not illegal unless the government says it is. Or my original misquote. Anyway....things are not as they used to be.
