Note location of heavy dairy farming in PA & NY. That map is percentages, not absolute values, I assume you understand the difference. That area along the PA-NY border is heavily forested, there is little agriculture of any kind. I spent a significant portion of my youth on the PA side of that, great trout fishing. Most dairy or really any kind of agriculture in PA in in the southern third, with more in the eastern half than the west.
