I wouldn't accuse someone of being acting as a Russian agent without specific evidence to indicate that. But even if he's just spouting what he says because he likes Russia or likes Putin (not because he's coordinating with them or getting paid by them), or because he doesn't understand the situation well, or because he figures this will get him the most views on social media and most interviews on TV, or because (like many people) he overestimated the Russian military and underestimated the Ukrainian military early on and refuses to update his opinion or admit he was wrong - He's still (somewhat its not really that big of deal) serving Russia's interests, and largely doing so by presenting inaccurate statements.
