What have government sources got to do with science?

Money. The government doesn't really have many scientists and doesn't do basic research. It sends money to Universities, and Foundations, and individual companies who do research. The idea is that there isn't a direct income produced by basic research so the capitalist profit motive won't get it done so the government pays for it until it does become profitable. In return the government makes sure the results are public.

One thing the government knows how to do is spend money.

This makes me wonder .... This government role is so basic, dating from the invention of the patent system, that I think it confirms that your handlers are not from US or Western Europe (or Austrailia for that matter).
