If he thinks 20 Grippens are going to make a big difference I suppose that would be possible. But for large numbers it would probably have to be F-16s. Before either could arrive there are still some more Mig-29s (that could be replaced with F-16s and the Migs sent. As for runway improvement work I've read that the Ukranians are already doing that. No real downside for them if they don't get the F-16s they have bigger longer better runways for whatever they do have.
