Every time America pulls a tank or an artillery shell out of storage and sends it to Ukraine, it must be accounted for in the budget.

And these tanks are refurbishments, not brand new ones. No new T-90Ms, no new T-14 Armatas, just a bunch of old T-72s being pulled out of mothballs.
