There is a good chance of that. Its the type of thing that they would do, and he looks too old in that picture to be Zelensky in 1999 (he would have been 21).

Even if it isn't faked its hardly a very meaningful picture. Some 21 year old actor acting/looking a little weird doesn't say much about what he would do as a 45 year old president.
