We all use price caps. I won't pay $100 per crayfish. Or $100,000 for a Lucid car, or $10 million for a personal jet aircraft, or $10 per kg for tomatoes, or $6 per litre for petrol. Etc.
If Eurostan or USA put price caps on Saudi or Russia oil, it means they don't get to use it. Simple really and applies to everything always.
