Could be the case that ‘they’ want to pay the groundwork for blaming everything bad on the outcome of the Ukraine outcome, per outcome-outcome, never let a bad outcome go to waste

But I would think outcome-outcome has its own TwoAPuc (the worst of all possible unintended consequences)
